2023 Postage Price Changes

As part of its 10-year plan to achieve financial sustainability and service excellence, the Postal Service and the Postal Regulatory have reviewed proposed increases to some of its prices of shipping services and will be implementing the increases on July 9, 2023.

The new rates for shipping service products, will keep the Postal Service competitive while providing the agency with needed revenue. Even with postage rate increases, USPS prices will remain among the world’s most affordable and offers a great value in shipping.

The rate change request is part of balanced approach under “Delivering for America,” the Postal Service’s 10-year plan for achieving financial sustainability and service excellence. With full implementation, the 10-year plan reverses a projected $160 billion in losses over the next 10 years.

  • Forever Stamps will increase from 63 cents to 66 cents
  • A 1-ounce letter will increase from 63 cents to 66 cents
  • A 1-ounce metered letter will increase from 60 cents to 63 cents
  • Domestic postcards will increase from 48 cents to 51 cents
  • A 1-ounce letter mailed to another country will increase from $1.45 to $1.50
  • Postcards mailed to another country will increase from $1.45 to $1.50

2023 Promotional Programs

Building on the success of past promotions, USPS has developed the 2023 Promotions Calendar for marketers, printers, and mailers. With these promotions, USPS expects to increase overall mail value and help businesses increase their return on investment in mail. Each promotion period ranges between 3 to 7 months.

Personalized Color Transpromo Promotion

The 2023 Personalized Color Transpromo Promotion enhances the value of First-Class Mail service by encouraging mailers of bills and statements to incorporate color marketing messaging to improve customer interaction. Mailers receive an additional 1% discount for reply mail inclusion. This promotion runs until July 31, 2023.

Tactile, Sensory, & Interactive Mailpiece Engagement Promotion

The 2023 Tactile, Sensory, & Interactive Mailpiece Engagement Promotion encourages mailers to enhance customer engagement through innovations in paper and stock, substrates, inks, interactive elements, and finishing techniques. This promotion runs until July, 31, 2023.

Emerging & Advanced Technology Promotion (now including Mobile Shopping)

The 2023 Emerging and Advanced Technology (now including Mobile Shopping) Promotion encourages mailers to incorporate emerging technologies such as Enhanced Augmented Reality, Mixed Reality, Virtual Reality, NFC, Video in Print, and mail integration with voice assistants (basic and advanced) or mobile technologies that facilitate convenient, seamless online shopping experiences. This promotion runs until November, 30, 2023.

Reply Mail IMbA Promotion

The 2023 Reply Mail IMbA Promotion encourages QBRM and High Volume QBRM customers to adopt IMbA. Participants will need to enroll in IMbA and use either a static or serialized barcode. This promotion runs until December 31, 2023.

Informed Delivery Promotion

The Informed Delivery® Promotion (ID Promotion) enables mailers to use USPS's Informed Delivery omni-channel feature. Participants must create Informed Delivery campaigns through the Mailing Campaign Portal or submit their campaign elements via eDoc submission. Mailers that meet the ID Promotion requirements will receive their 4% promotion discount at the time of mailing. For 2023 ID Promotion, eDoc submitters are eligible for a 0.5% incentive on their successfully processed postage statements. More details on ID Promotion can be found in the ID Promotion guidebook. This promotion runs from August 1 - December 31, 2023.

Retargeting Promotion

The Retargeting Promotion incentivizes marketers to send out personalized postcards to recent website visitors that didn’t convert. This promotion runs September 1 - November 30, 2023.
