Federal Hiring Guidelines Under Review: What Employers Should Know
Source: Fisher Phillips, FP on the Hill, October 23, 2026
Federal hiring regulations may be headed for significant changes, and employers should be paying attention.
According to the October 23 edition of FP on the Hill, published by Fisher Phillips, the White House Office of Information and Regulatory Affairs (OIRA) is reviewing a proposed final rule from the Equal Employment Opportunity Commission (EEOC) that would rescind the Uniform Guidelines on Employee Selection Procedures (UGESP), established in 1978.
These longstanding guidelines have helped employers evaluate whether hiring tests and employee selection practices comply with Title VII of the Civil Rights Act of 1964. The EEOC's regulatory agenda also includes plans to eliminate associated recordkeeping requirements.
What Could This Mean for GMA Members?
For printing and graphic communications companies, hiring skilled employees and developing a qualified workforce remain important business priorities. Changes to federal hiring guidelines could have implications for how employers:
- Evaluate applicants through skills assessments and pre-employment testing.
- Structure hiring and employee selection procedures.
- Document hiring decisions and maintain employment records.
- Ensure compliance with applicable employment discrimination laws.
While the proposed changes remain under review, employers should continue following existing legal requirements and monitoring developments.
